As part of its 2025 Fall Economic Statement, the Government of Ontario has announced a major step toward improving housing affordability. The province is proposing to rebate the full 8% provincial portion of the HST for first-time home buyers purchasing new homes valued up to $1 million.
That means potential savings of up to $80,000 from the provincial rebate alone, and when combined with the federal government's proposed removal of its 5% portion of the HST, first-time buyers could save as much as $130,000 off the price of a new home.
This new rebate would apply to newly built or substantially renovated homes purchased after May 27, 2025, and used as a primary residence. For homes priced between $1 million and $1.5 million, the rebate would be gradually reduced, ensuring that buyers still receive meaningful support.
The proposed rebate will also work in addition to Ontario's existing HST New Housing Rebate, which already provides up to $24,000 in relief. Together, these programs represent a significant opportunity for new home buyers to enter the market with greater confidence.
